It’s your typical Mexican city. Filthy streets, rubbish everywhere, as are beggars and seemingly abandoned children. Shopping carts lie abandoned under the ubiquitous graffiti, rattle-trap cars career around the badly paved streets, unemployment is rife, and what employment exists is mostly of the low skilled manual type.

Although the Mexican flag flutters proudly above some municipal buildings, it’s hard to see what there is to be proud of. In addition to the violence, poverty and squalor, you have a municipal police force that’s corrupt from top to bottom, at least half of its members having criminal records. Their activities are largely confined to shaking down the townspeople for bribes and other favours.

And again, par for the course, the municipality is financially bankrupt. So bankrupt that they’re firing virtually all their employees, including police and firemen. They just can't pay for that shit any more. The city has in effect, become totally dysfunctional.

‘So what?’ you yawn, ‘this is just a typical Mexican city.’ True, apart from the fact that this particular one is located in the US of A. Assuming of course that you still consider Southern California to be part of the US.

I'm talking here of the king of ‘sanctuary cities’, Maywood, on the outskirts of LA.

It wasn’t always totally dysfunctional. Forty years ago it was a white working class town, with high employment and low crime. Now it is low employment and high crime. Back then it was 95% white. Now it’s 95% Hispanic. And it shows.

This is the canary in the coalmine for California (see this), and in due course the whole country, And undoubtedly for Europe as well and we struggle to emulate such achievements on this side of the pond.
